OLIGARKI DAN TERTUNDANYA PEMILU 2022 DI SUDAN PASCA LENGSERNYA PRESIDEN BASHIR

Abstract

Lengsernya Presiden Bashir memberikan arah baru bagi demokrasi Sudan. Kesepakatan transisi antara militer dan sipil menghasilkan sebuah perjanjian dan Piagam Konstitusi Sementara 2019, dengan ketentuan kedua pihak berbagi kekuasaan selama 39 bulan. Agenda berikutnya adalah pemilihan umum nasional di tahun 2022. Akan tetapi, pada Oktober 2021, ada kudeta militer yang dipimpin Jenderal Burhan terhadap Perdana Menteri Hamdok. Peristiwa ini membatalkan seluruh isi Konstitusi Sementara 2019 dan menghentikan proses transisi yang sedang berjalan. Penelitian ini bertujuan untuk menganalisis penyebab tertundanya pemilu yang dijadwalkan pada 2022 dengan menggunakan pisau analisis teori oligarki Jeffrey A. Winters. Hasil penelitian ini menunjukkan bahwa tertundanya pemilu diakibatkan oleh dominasi dan jaringan oligarki yang terdiri dari militer dan orang-orang di rezim sebelumnya. Oligarki hampir menguasai dan mengendalikan seluruh sektor penting ekonomi dan politik di Sudan.
